He is likely considering the development of a hybrid framework; however, such an approach could lead down the wrong path, cause problems for the project, and even negatively impact the PHP ecosystem.
Overall, designing and implementing such a framework entails high costs, and making subsequent changes to it could also prove extremely costly and complex.

The "what makes sense in that language" part is quite crucial but I guess we will find out at some point what his intentions are with this experiment.
