Stumbled across a smart documentation approach in an open source repo the other day: issues that are deliberately left open.
The topics are also covered in the README - this isn't a replacement for a docs page/site. And it's probably only going to be viable for small projects. But it means folks who don't read the docs and go straight to your issues have another chance of seeing the info (especially if you keep on top of your backlog and are selective about what you cover - but even without that, at least some people will search the issues)
Next step would be to set up some sort of single sourcing so the issues and docs are maintained together.
