I believe Firefox Local Mode is meant to address the problem you noticed with the file: protocol. Haven't had occasion to try it myself https://firefox-source-docs.mozilla.org/devtools-user/local_mode/index.html

Good catch, thank you for the link. It's interesting, but it breaks the core constraint. The moment you ask someone to toggle dev flags, switch browsers, or run a local server, you lost 99% of the room. Double click grai.html in whatever default browser they already have. Safari, Chrome, Firefox. It has to just work. That’s why I ended up taking the stubborn route: Base64-inlining the entire payload. It's ugly but zero-friction resilience beats browser-specific settings every single time.

Ahh my mistake, I thought it was a development-specific annoyance.
