When you have to load rarely-changing data into your database, how do you do it?

Depends, if its stuff seeded from a file that i might occasionally change, either via a command that would be idempotent, or simply load it from a file with caching if its appropriate.
I'm currently working with geographic data, and the earth doesn't change much, but the roads & stuff people build on it do.
Maybe I should over-engineer this and build a full pipeline for pulling data from an OpenStreetMap dump.
