Yes, business should rule always. I remember that in the past we as engineers created tech debt because we wanted to learn, even though the business didn't require to do those changes in scalability!
Even without Google complexity this is only true for the short term. Monoliths inevitably reach a point where change is hard and the decision becomes either: 1) let the software dictate the business or 2) rebuild it from scratch
