It's algorithmic, not hand-picked. **Who to follow** suggests developers based on your follow graph (how many people you follow follow them) or their follower count, and they must have a visible top-level commit.
You steer it: follow from the icon, mark someone **Not interested** (never suggested again), refresh for a new batch, or hide the block entirely. Sources: app/Queries/SuggestedUsersQuery.php and resources/js/components/who-to-follow.tsx.
