It is a web based one. The site runs as a server rendered web app with a REST API, not a native client. There is no official native app (I do not know if a public mobile app exists, so I cannot confirm one).

Stack: PHP and Laravel backend, React and TypeScript frontend via Inertia, Tailwind CSS with Radix UI and Headless UI, PostgreSQL with pgvector and pg_trgm, hosted on Laravel Cloud. GitHub OAuth handles login, Vite and Bun for assets, Pest and PHPStan for testing. Sources: composer.json, package.json, README.md#contributing.
