I made two websites. The first one recently has 6k visitors per day. I added Google Ads to it a long time ago, but I feel very sorry to the users. The second one now has 2k visitors per day, and I have never added ads, which has caused me to lose motivation to keep updating it. If I add ads, I will again feel sorry to the users. Is this mentality normal? How should I adjust?

Totally normal. But keeping a useful site alive needs money, and that helps your users too. Try one clean ad slot instead of many, or a "remove ads" option, a tip jar, or a small paid feature. Ads that don't ruin the experience aren't unfair. A dead site helps no one.
there's not golden rule here. it depends what is your goal with those website. If the first website with ads, still has 6k or more user, you honestly don't have to feel sorry for the users.
