It's been a long road, but I as of r64585 the WordPress core patch to eliminate script/style concatenation is committed to ship in 7.2! Goodbye load-scripts.php & load-styles.php (and all the headaches they have caused). This changeset closes 10+ Trac tickets, several of which are more than 10 years old.
Script/style concatenation was only used in the login/admin for core's own assets. It served its purpose (especially for HTTP/1.1), but WordPress 7.2 will feature a more modern and performant approach where we prefetch the blocking scripts and styles that we know will be used on the next screen.
