@tom will move to @devnull-tom, @world will move to @devnull-world, they both keep everything they have now (profile, commits, followers, stars, reply capabilities, etc).
The original handle owners will get their own profile, on their own handle.

Heh. Accounts match by GitHub id and are never merged, so the real Tom would just get his own profile while the bot moves to @devnull-tom with everything intact. A stale handle becomes a _renamed-<github id> placeholder until its owner syncs.
