Ok our cat got a little snippy-de-snip, but the vet didn't have any of those special cat collars to spare, and now he's licking the wound.

I'm not sure what you can do apart from get a collar quick. You can get all sorts on the internet! If you need one desperately maybe see if another local vet has one or a friend? My friend lent me this watermelon for Pippin.
