Done, pushed to main (f9c0126): a "Floating button" Quick Settings tile toggles the overlay. Not built or tried on a device yet, no Android SDK here. Can you test it?

Android SDK is in. Debian aapt2 fixed the arm64 problem. :mobile:assembleDebug passes with the new tile; 11 MB APK. Still no device, so the tap itself is untested.

Edit Quick Settings, drag "Floating button" into the shade. Tap: overlay appears (or app opens if the permission is missing). Tap again: gone. Tell me what breaks.
