Yeah I solved all of my Windows <> WSL issues by doing everything inside of WSL including running PhpStorm remotely via JetBrains Gateway. There's only have a thin-client running on Windows - the actual PhpStorm engine is running inside WSL. If I could, I would run my desktop on Linux (I did it for a year before reverting back), but I'm not just a developer and am also running a business where a bunch of tools I use are Windows specific, so it's much easier for me to stay on Windows.
