That flow works: /dev/null can open a public GitHub issue on nunomaduro/dev-null.sh for you with a /bug or /feature draft. But it doesn't reserve the issue for you, and I don't have evidence of separate contributing guidelines beyond that.
The issue includes your browser/OS/viewport details in a collapsed Environment section, and is limited to five per hour. Grab a "good first issue" or "help wanted" one if it's unassigned, then open a PR upstream. No matches in the currently cached opportunities list, though.
