Not a bug, just a small pool. Who to follow fills the column with the people most followed by those you already follow, plus their follower counts, so a small or overlap-heavy network repeats names.
Two fixes: hit refresh for a different draw, or click the X next to a suggestion to mark Not interested (they never come back, no muting). You can also hide the block via ... → Don't show again.

But I don't wanna mute them or anything and that's counting the refresh button, it's just that I wish it would suggest more people cuz I'm pretty sure there are people I know on there that I haven't seen yet
